ASEAN Study Visit to Europe on Disaster Management Mechanisms

20-24 November, the LACER Project facilitated ASEAN study visit to Europe, where ASEAN disaster management officials participated in a programme including visits to DG ECHO and the ERCC in Brussels, followed by observation of a MODEX exercise in Serbia.

The activity was arranged under the auspices of the LACER Project and EU SAHA, and included director level representatives of the ASEAN NDMOs, AHA Centre leadership and the ASEAN Secretariat along with counterparts in DG ECHO, ERCC and LACER.

Activities encompassed a learning exchange on topics of relevance to both ASEAN and EU, such as standby arrangements, emergency communications between
EOCs, module development, early warning systems etc, and further provided an opportunity to discuss and plan future collaboration between ERCC and the AHA Centre. Thereafter the ASEAN group visited and observed a certification procedure that took place during an EU MODEX exercise in field context in Belgrade. The Swedish Civil Contingencies Agency (MSB) was the leading consortium partner for the MODEX.

The two-day programme included briefings from the Exercise control team, presentations from the Serbian Sector of Emergency Management and the EU Commission. The group also visited the Swedish and the Italian TAST teams in the field where presentations were given as well as discussions among all.

Learning from each other and sharing knowledge are key factors in this capacity development activity within the framework of the #lacerproject. Together we are building bridges between EU and ASEAN.
